While this already exists in some capacity, the Spoticord bot goes down pretty regularly, so I would like to create an alternative that is able to be hosted by anyone.
Required Features

Must connect to Spotify, not some youtube bot
Must use Spotify developer application that anyone can use and set up,
Must act as a Spotify Connected device (like a web speaker) something you can select in the Spotify app for playback when connected to Discord.
Must Connect to the person who run's the command's spotify account
Must be able to change volume
Must run in Docker

Problems with Spoticord to fix with this

Issues with buffering and troubles connecting properly
Not reliably online.
